Chad Arcand, USAG Schinnen commander, throw dirt during a groundbreaking ceremony April 26, 2011, for the future Tri-Border Child, Youth and School Services Center in Brunssum, Netherlands. The shovel is given as a memento to mark the beginning of construction on the €8 million joint child development center and youth center. The facility, being managed by the Europe District, will accommodate roughly 266 children from infants to teenagers.
