Construction Quality Management for Contractors (CQM-C)

The US Army Corps of Engineers (USACE) requires all contractors performing construction to comply with the “Contractor Quality Control” (CQC), provisions of their contracts. In the early development of the USACE CQC system, there was considerable misunderstanding regarding quality management and who is responsible for Quality Assurance versus Quality Control. In cooperation with the construction industry, USACE developed a training course entitled “Construction Quality Management for Contractors (CQM).” The purpose of this course is to familiarize all quality management personnel with the USACE construction quality management policies and procedures.

The course details the roles and responsibilities of both the Government and Contractor personnel in managing quality, and the rationale for those requirements. The effectiveness of the CQC system is enhanced when all personnel are aware of their roles and responsibilities within the system. To ensure the success of the CQC system, every USACE construction contract requires that the contractor’s Quality Control Manager pass this training. Individuals serving in Quality Control Manager roles are required to re-complete this course every five (5) years to continue serving in the role on USACE construction contracts.
